Paul is President & CEO of IIMC International Information Management Corporation, a technology and strategic consulting, policy and research organization headquartered in Ireland. He is Founder and Coordinator of IST-Africa, a not-for-profit strategic partnership with Ministries and National Councils responsible for Innovation, Science and Technology related research, policy, implementation and adoption in 18 African Countries. IST-Africa is supported by the European Commission (EC) and African Union Commission (AUC).
Paul has 20 years’ experience of Innovation, Science and Technology related implementation, policy formulation and research and innovation, working as an expert with organizations including the European Commission (DG CONNECT, DG Research); European Science Foundation; National Research Foundation (South Africa), Research Council of Norway; Vinnova (Sweden), and World Bank. A graduate of Trinity College Dublin and Smurfit Graduate Business School, University College Dublin, Paul has studied at postgraduate level in Hungary and USA and is currently completing a PhLic and PhD at the Department of Computer and Systems Sciences (DSV), Stockholm University. He is actively involved in inter-disciplinary European funded research.
A Senior Member of IEEE (Society on Social Implications of Technology (SSIT), Computer Society and Communications Society), Paul serves on the IEEE Humanitarian Activities Committee (Projects Chair), IEEE SSIT Board of Governors (President 2017 – 2018), and founded the IEEE SSIT SIGHT (Special Interest Group on Humanitarian Technologies). Paul is a Visiting Senior Fellow at Wrexham Glyndwr University (Social Implications of Technology and ESGDC – Education for Sustainable Development and Global Citizenship), an IEEE SSIT Distinguished Lecturer, and an Associate Editor, IEEE Technology and Society Magazine.
